D<\/span>ozens of pages are completely redacted, and many others are heavily redacted. The records show over $11 million in funding for the Ukraine biolabs program in 2019.<\/h4><h4>The records were obtained in response to a February 28, 2022, Judicial Watch Freedom of Information Act (FOIA) request to the\u00a0<span data-ogsc=\"black\">Defense Threat Reduction Agency<\/span>\u00a0for records regarding the funding of\u00a0<a href=\"https:\/\/bv.com\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"1\" data-ogsc=\"\">Black &amp; Veatch<\/a>\u00a0involving work of any manner with biosafety laboratories in the country of Ukraine.<\/h4><h4>Three phases of work are discussed in the records, several of which are indicated to have occurred \u201con site\u201d at the Ukrainian labs.<\/h4><h4>The\u00a0<span data-ogsc=\"black\">Defense Threat Reduction Agency provided\u00a0<a href=\"https:\/\/www.judicialwatch.org\/documents\/ukraine-biolabs-november-2022-pgs-38-39\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"2\" data-ogsc=\"\">a report<\/a>\u00a0titled \u201cPACS<\/span>\u00a0[Pathogen Asset Control System] at the [redacted\u00a0<a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/10\/130c\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"3\" data-ogsc=\"\">(b)(3),<\/a>\u00a0which exempts information from disclosure when a foreign government or international organization requests the withholding, or the national security official concerned has specified in regulations that the information\u2019s release would have an adverse effect on the U.S. government\u2019s ability to obtain similar information in the future] Phase 2 On-the-Job Training Report, December 11-13\/December 26, 2018\u201d The Executive Summary includes information regarding \u201con-site\u201d activities, likely referring to a Ukrainian biolab:<\/h4><ul type=\"disc\"><li><h4>PACS [Pathogen Asset Control System] on-the-job training was conducted for users of the [redacted\u00a0<a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/10\/130c\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"4\" data-ogsc=\"\">(b)(3)<\/a>] on December 11-13, under Phase 2 implementation activities, Anthrax Laboratory activities were conducted on December 28, 2018.<\/h4><\/li><li><h4>PACS existing configuration and customization were checked jointly with the on-site PACS Working Group<\/h4><\/li><li><h4>Phase 1 implementation activities including progress and current status were reviewed; The total amount of the contract award is $11,289,142.00. The order contains approximately 35 contract line items set forth in a statement of work (SOW), dated March 5, 2019, titled: \u201cElectronic Integrated Disease Surveillance (EIDSS) and Pathogen Asset Control (PACS) Implementation\u201d The statement of work, consisting of 24 pages, was not provided, nor was there an explanation for the withholding.<\/h4><h4>A<a href=\"https:\/\/www.judicialwatch.org\/documents\/ukraine-biolabs-november-2022-pgs-111-113\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"9\" data-ogsc=\"\">\u00a0report<\/a>\u00a0titled \u201cPACS [Pathogen Asset Control] Implementation at the [redacted\u00a0<a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/10\/130c\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"10\" data-ogsc=\"\">(b)(3<\/a>)]. All of the property listed in the reports is redacted, citing\u00a0<a href=\"https:\/\/www.law.cornell.edu\/uscode\/text\/10\/130c\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"28\" data-ogsc=\"\">exemptions (b)(3)<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.judicialwatch.org\/wp-content\/uploads\/2017\/05\/FOIA-Exemptions.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"29\" data-ogsc=\"\">(b)(6).<\/a>\u00a0The total value of the property is $20,293.05<\/h4><h4>The U.S. Embassy in Ukraine\u00a0<a href=\"https:\/\/ua.usembassy.gov\/embassy\/kyiv\/sections-offices\/defense-threat-reduction-office\/biological-threat-reduction-program\/\" target=\"_blank\" rel=\"noopener noreferrer\" data-auth=\"NotApplicable\" data-safelink=\"true\" data-linkindex=\"30\" data-ogsc=\"\">claims<\/a>\u00a0the U.S. Department of Defense\u2019s Biological Threat Reduction Program is purely for bio-threat reduction:<\/h4><h4>The U.S. Department of Defense\u2019s Biological Threat Reduction Program collaborates with partner countries to counter the threat of outbreaks (deliberate, accidental, or natural) of the world\u2019s most dangerous infectious diseases.\u202f The program accomplishes its bio-threat reduction mission through development of a bio-risk management culture; international research partnerships; and partner capacity for enhanced bio-security, bio-safety, and bio-surveillance measures.
